How to Specify Blog Category?

It is possible to add a custom field to the blog. You can list the required categories there or link this filed to an iblock, so the categories will be its sections/elements.
It will probably require some coding to make it so that users have to select a category before posting.

Also you can look through the Ideas module. It is based on the Blog module and has categories for ideas.
