Site Controller Publish Error: unrecognized response or access denied

Hi,

I'm using Site Controller. I have two websites, a server and a client. On both I have two IBlock Types with same 'Mnemonic Code' and 'Code in external DB source'. In client site, I set access 'For Everyone' to 'Read' and Main module version is 11.5.9.
But I can't publish any news in client site. In Services > Controller > Journal I got this error:

Command execution error: unrecognized response or access denied.

What's wrong?
