What data you need to summarize in this report? Time spent of each participant or something else? Does this task have subtasks where the responsible is one of the parent task participant?
Or you just need to get a list of tasks with participants?
Please advise.

Head of company (department) can see all tasks of subordinates without being named to a specific role in the task (participant or observer) in subordinate's tasks. There is the 'show subordinates' tasks' check box (extended filter mode) to see the tasks of subordinates.
And of course, it is possible to make your CEO an observer (in the task editing form), but you should know that he/she will get notifications about all changes in these tasks. I'm not sure you really want this:). There is no way to make the CEO an observer on all tasks automatically.
